The 640m flyover is scheduled to be ready by 2011. The cost of the project has been estimated at Rs 37.56 crore.

The state public works department (PWD) has awarded the contract to Simplex Projects Limited, which built the parking plazas on Rawdon Street and Lindsay Street.

“The flyover will have two lanes open to one-way traffic. Only vehicles moving towards Calcutta along PWD Road will be allowed on it. Vehicles leaving Calcutta will have to use the road,” said PWD minister Kshiti Goswami.

PWD Road is a vital link between the city and the districts. Vehicles from other states also take the route to the city.

Calcutta-bound traffic on the stretch is often stuck for several minutes at the Dunlop crossing.

Portions of PWD Road are now being barricaded for the flyover project. “The construction will start in February. If all goes well, the flyover will be opened by January 2011,” said the chairman and managing director of Simplex Projects, B.K. Mundra.

According to the site engineer of the project, Sanjib Das, the flyover will ascend from Ashokgarh. It will take a right turn and descend near the first gate of the Indian Statistical Institute. The flyover will be about 8.5 metres wide.

Encroachments like cow sheds and shanties and heavy traffic, particularly lorries from north India, on PWD Road had forced the authorities to plan the flyover. Commissioning of Nivedita Setu and segregation of goods traffic have since decongested the road somewhat.

Some engineers in the PWD roads wing feel the interchange flyover is no longer necessary with goods traffic being diverted to the Belghoria Expressway. According to them, those who travel to the city from North 24-Parganas, Hooghly, Howrah and Burdwan would have benefited more from a flyover at the Shyambazar five-point crossing.

A vehicle has to wait about eight minutes at the Dunlop crossing for the traffic light to turn green, said an engineer. Reaching APC Road, RG Kar Road or Bhupen Bose Avenue takes much longer.

There are five signals between Tallah bridge and the Shyambazar crossing, hence a motorist takes about 20 minutes to cover the short stretch.

B K Mundhra, Chairman and Managing Director of SPL said here today that the project, awarded by the government of Libya, was their first overseas contract. It would take 36 months to execute.

Mundhra said the company was aiming to strengthen its overseas footprint and was hopeful of getting contracts from the Middle East in near future.

R D Mundhra, Director, SPL said that the project was won by the company through an international bidding process in which other major Indian construction companies were also involved.

Under the project, located in central Libya, 2000 houses of 2500 sq ft each and a public building of 72,000 sq ft over 300 hectares of land would be built.

Asked about credit risk, Mundhra said the entire receivables from the Libyan project had been insured from the Export Credit Guarantee Corporation at a cost of Rs 14 crore.

Mundhra said the company was projecting a growth of 30 per cent during 2008-09 as against 60 per cent growth registered during the year before due to slowdown in private projects.

In 2007-08, the company earned revenue of Rs 229 crore. The company has a total order book of Rs 3,000 crore.

Top police officers have requested the Calcutta Municipal Corporation (CMC), co-promoter of the Rs 32-crore Simpark, to look into the problem after cars lining up for an underground parking slot choked the length of Lindsay Street on Sunday. It was much the same on Wednesday, with cars having to wait as many as 20 minutes each for their turn on the hydraulic ramp.

The ripple effect on traffic around Lindsay Street left the traffic personnel on duty at the end of their tether.

“We first got a taste of it on Sunday, which was the start of the season of festive buying. Nothing moved along Lindsay Street for some time in the evening. We have spoken to the CMC and its partner (Simplex Projects Ltd) about the chaos,” additio18parkonal police commissioner K. Hari Rajan told Metro.

At 3.42pm on Wednesday, a Maruti Swift (WB 02U/9425) was third in a row of cars waiting to enter the plaza through the gate opposite Lindsay Hotel. The driver of the car, Biswanth Haith, switched off the engine after 15 minutes as the Simpark operators struggled to cope with the rush.

“It takes far less time to park along the road. Even the parking fee for an hour is less than the Rs 20 per hour that the plaza operators charge. My employer waited in the car for sometime and went shopping. I will probably still be in queue by the time he is back,” he said.

For drivers waiting to take their cars out of the plaza, the wait is just as long and frustrating. Depending on the car count on a given day, the waiting time is between 10 and 20 minutes. Cops fear it will get worse as the festive season peaks.

“There are four ramps to take the cars down and then come up with the ones that are to leave the parking lot. The waiting time increases when a ramp is returning with a parked car,” said an attendant at one of the gates.

Simplex Projects officials said the waiting time for each car was increasing because of the festive rush. “The queues you see are because this is the season for shopping. By January, we hope to start the fifth gate,” said Shantanu Banerjee, an official of the company.

Police have suggested that the hydraulic lifts be converted to electronic ones and the hawkers be removed. “I have asked the additional police commissioner to make suggestions that I will forward to the mayor,” said civic commissioner Alapan Bandyopadhyay.
